TLDR:

The Teknogirişim Rozeti (“Tech-Entrepreneurship Badge”) is an official certification issued by Türkiye’s Ministry of Industry and Technology that identifies technology and innovation-driven ventures, recognizing them for three years and signaling eligibility for a range of state supports, financing mechanisms and ecosystem benefits.

Legal Framework and Eligibility

The badge is governed by the Regulation on the Identification and Certification of Technology and Innovation-Oriented Ventures, published in the Official Gazette dated 03.07.2025, No. 32945. Applications are processed by the Ministry’s General Directorate of National Technology through the portal at teknogirisim.sanayi.gov.tr. To apply, a venture must (i) be established in Türkiye as either a sole proprietorship or a capital company, (ii) qualify as an SME, (iii) be an independent enterprise, (iv) have an incorporation date no more than fifteen years prior, and (v) operate on a scalable, technology- or innovation-driven business model. Ventures that have received — or are currently within — support under TÜBİTAK’s 1512 BİGG or 1812 BİGG Investment programs in the past three years qualify for the direct-certification track.

Application Process and Validity

Applications are submitted through the Ministry’s portal with the documentation specified by the General Directorate of National Technology. If deficiencies are identified at intake, the applicant is given ninety days to remedy them. Adverse decisions can be appealed once, in writing, within fifteen business days of notification. Successful applicants receive the badge for a fixed three-year term running from the date of issuance, after which validity lapses automatically — independent of the venture’s incorporation date.

Strategic Value for Founders

For Turkish technology founders, the badge functions as a state-issued credential that improves visibility within the ecosystem, signals technical maturity to capital providers, and unlocks access to a structured set of state supports and financing programs designed for designated technology ventures. Founders considering U.S. flips or cross-border structures should align the badge timeline with their fundraising and structural planning, since the underlying SME and independence criteria interact with cap-table composition, parent-subsidiary structures and investor concentration.
