Between 2016 and 2017, under the “Project for the Development of Ankara’s Entrepreneurship Ecosystem to Increase Youth Employment” carried out by the Ankara Development Agency, our Managing Partner Erdem Mümtaz Hacıpaşaoğlu and R. Okan Şencan delivered startup-law training and advisory to the founders selected into the program. The project was co-financed by the European Union and the Republic of Turkey.

The central thesis of the project was clear: Ankara’s skilled workforce, paired with the right legal framework and government support, can unlock its potential to create employment through entrepreneurship — and position the capital as an additional tech-production center alongside Istanbul.

Project scope

Targeting newly graduated unemployed youth, young founders with innovative or tech-driven ideas, and students, the project guided competition-selected founders through the journey from idea to commercialization. Mümtaz and Okan Şencan participated as trainers and advisors on the legal-process design track.

Impact and sustainability

Although the Ankara Development Agency’s lead phase concluded on October 27, 2017, the model was designed to be picked up by other development agencies and scaled across the country.
