Platforms carry other people’s risk

The defining question in technology law is how far an intermediary answers for what its users do. The general position is that a platform is not liable for user content it does not know about, but that protection depends on acting once notified — which turns an abstract principle into an operational one. A notice-and-takedown process that exists on paper but not in practice is the usual point of failure, and the same logic governs marketplaces, hosting and app stores.

Around that sit the obligations that apply regardless of fault: identifying the seller, publishing mandatory commercial information, honouring withdrawal rights, and telling users what is done with their data under the KVKK.
