Payment and E-Money Licence Checklist (Türkiye)

A working checklist for founders and foreign PSPs and EMIs preparing a TCMB application: licence scope, the application file, the controls TCMB reviews and the obligations that start with the permit. Figures reflect the rules in force on 8 October 2026.

Which licence and scope

Start by mapping the product to the statutory list of payment services. The permit covers only the services TCMB approves, so scope drives everything that follows.

SECTION 2 · 8 ITEMS

Application file

The application runs in two steps after a pre-application notice: intelligence review and final approval. Each step has its own regulatory deadline.

Operational compliance

The final approval file (including the independent audit report) and TCMB’s on-site inspection look at these arrangements before the permit, so they must exist on day one, not after launch.

After the licence

The permit starts a reporting and approval cycle. Missing a notification is itself a breach that TCMB can fine.

Decision Matrix: Is the Licence File Ready?

How your checked items distribute shows how ready the file is:

  • Payment institution: Art. 12 payment services named in its permit
  • E-money institution: e-money issuance plus permitted payment services
  • Paid-in capital: TRY 1m / 2m (payment), TRY 5m (e-money)
  • Own funds from 30 June 2026: TRY 20m / 40m (payment), TRY 105m (e-money)
  • Collateral at TCMB: from TRY 2m / 3m (payment), TRY 5m (e-money)
  • Application fee TRY 500,000; licence fee TRY 1m
  • TCMB decision within 6 months of a complete file
  • Systems, backups and records kept in Türkiye
  • No lending, no instalments, no crypto in payments
